Who exactly is inspecting the welfare of animals on dairy farms?
INVESTIGATION UPDATE: In April, ABC 7 News - WJLA broke our investigation revealing cruel abuses on a dairy farm in Chambersburg, PA. Today, Scott Taylor followed up to ask: who is holding these farms accountable?
