SB650/HB177 Tethering of Domestic Dogs and Cats states that “A person may not tether a domestic dog or domestic cat outdoors during severe weather, including, but not limited to, extreme heat or cold, thunderstorms, lightning, tornadoes, tropical storms, or hurricanes.” Although this would be a huge win for animals, certain legislators are seemingly unconcerned with ensuring these protections by hesitating to move the bill forward.
